| Charlie Brethauer Biography Charlie has worked in the Department of Environmental Protection's wastewater program since 1979. Working initially as an inspector, then compliance specialist, inspector supervisor and presently manager of the Compliance & Monitoring section. Education background includes a B.S. in biology from Penn State and M.S. in civil engineering from the University of Pittsburgh. He has served as DEP's representative on the WPWPCA board since 1993. Charlie lives in the northern suburbs of Pittsburgh where, when not cutting grass, he enjoys tandem biking with wife Paula and sailing at Lake Arthur.
